The objective of this Scheme is to encourage skill development for youth by providing monetary rewards for successful completion of approved training programs. Specifically, the Scheme aims to:

  • Encourage standardization in the certification process and initiate a process of creating a registry of skills
  • Enable and mobilize a large number of Indian youth to take up skill training and become employable and earn their livelihood. Increase productivity of the existing workforce and align the training and certification to the needs of the country.
  • Provide Monetary Awards for Skill Certification to boost employability and productivity of youth by incentivizing them for skill trainings
  • Reward candidates undergoing skill training by authorized institutions at an average monetary reward of Rs. 8,000 (Rupees Eight Thousand) per candidate.
  • Benefit 24 lakh youth at an approximate total cost of Rs. 1,500 crores

Please find below the process divided into flowing steps:

  • Trainee to enroll at a training center with a training partner and select a course of his preference
  • Trainee to provide relevant information to the Training Partner who captures all the candidate details on SDMS to facilitate training.
  • Undergo assessment at the training center
  • Receive certificate from the training partner upon successful completion of assessment.
  • NSDC to disburse monetary reward to passed and certified trainees subject to valid Aadhaar authentication.

Upon successful assessment, the trainee will be given a certificate as well as a monetary reward of an average of Rs 8,000 per trainee.

Monetary reward for various job roles within a sector varies for different as per job role levels. Higher incentives are being given to training in manufacturing, construction and plumbing sectors.
The monetary reward will be wholly funded by the Ministry of Skill Development and Entrepreneurship, India, and will be effected through direct bank transfer to the beneficiary’s account.

Any eligible candidate can get registered with any of the approved Training Providers for the approved courses. Training Partner captures all the candidate details in the SDMS system and facilitates the training. District wise Kaushal Melas are also being organized by Training Partners for mobilization and enrollment. You may check the PMKVY website for more details.

Trainee will need to pay for the training and assessment fees upfront to the Training Provider. The Training Partner can also provide credit to such candidates and waive off the course fee but still need to collect the Assessment fee.
The Training Partner would then be paid from the monetary reward by the trainee after getting certified

This scheme is available to any person of Indian nationality who:

  • Undergoes a skill development training in an eligible sector by an eligible training provider
  • Is certified during the span of one year from the date of launch of the scheme by approved assessment agencies
  • Is availing this monetary award for the first and only time during the operation of this scheme

There is no age criterion under the Scheme. However, the minimum and maximum eligibility for the course is mentioned in the Qualification Pack of the course and must be adhered to.

Yes, you may enroll, get trained and certified for multiple courses however monetary reward can be availed for only one course. For cases where the candidate has got certified multiple times, the monetary reward will be considered for the course which has an earlier certifying date by the SSC.

SSC appointed Assessment Agencies, independent of the training provider, will facilitate the assessment and report back results for certification and bank transfer, if certified.

Training is intended to develop and certify skills against industry standards. It is to be viewed as an opportunity to become employable. The scheme in itself doesn’t guarantee any placement. However, the Training Partner may provide placement assistance.

The trainee must provide bank details to the Training Partner who will upload on SDMS. The Training Partner may also facilitate the candidate in opening of a bank account.

For trainees whose assessment results have been announced/uploaded on SDMS, the next step is certificate generation. If a trainee has received his/her assessment result from the training partner, then they are required to follow up with the training partner for the certificate also.
In case the Training Partner does not provide the certificate after multiple follow ups, the next level of escalation for the same should be the respective Sector Skill Council.

The trainee is eligible to receive monetary reward subject to fulfillment of the eligibility criteria


  • Successful completion of assessment
  • Aadhaar is authenticated and validated
  • Correct bank details uploaded on SDMS
  • Bank account is active along with fulfillment of KYC norms
  • Trainee has not availed monetary reward in the previous STAR scheme (applicable only for Fresh trainings)

If all the above conditions are met, then he/she may check with the Training Partner for the status of monetary reward.
